So if the attorneys took the standard 33% that leaves 13.4 million. The 4% CD is now at 536,000 annual. The Fed get their share of 40%? Which would leave about 321,000 and the state could take another 6%. Which would leave the man about 288,000 for medical expenses and living expenses.

I'm not aware of a single department that does such a thing for the simple reason you'd set your people up where they could increase their pay by writing bullshit tickets or something
PDs are so liability averse it's ridiculous. It goes into the general city fund here as understand it, assuming they wind up paying at all, and that goes to anything and everything from park flowers to different entity budgets I imagine

Not all that long ago around here one of the city managers was caught on a recording, threatening to have police officers fired unless they got their ticket writing numbers up to pad the city budget.
Then there was the case of one city that was blatantly using their police force as highway men and one of the worst of their officers made an extra $50k over a couple years for his "share" of the loot they stole off poor people on the side of the road.
It got so bad in some parts around here the Legislature had to actually put in a cap on how much of your city and police budget could be paid for by traffic tickets as some police departments were essentially just openly, brazenly operating as bandits with badges.
Oh and then there was the recent case in California where the local sheriff was literally doing armed robbery on armoured cars, to pad their budget.
If you watch the news, it sure seems that the PDs don't seem to be liability adverse when it comes to murdering, torturing, oppressing and violating the rights of citizens.
You might want to hook up with the Institute for Justice or some other civil rights groups if you want an education about how bad policing for profit is in this country.

In fact, my instructor mentioned a case in Chicago.
A patrol officer answered a call for a person in the courtyard of an apartment complex who was waving a gun around and threatening people.
So, he rolls up in a marked squad car with the lights going. Opens the door, draws his pistol because it is, indeed, a guy waving a gun around at people in a threatening manner. Identifies himself as a police officer and instructs the guy to drop his weapon and take 3 steps back.
The suspect decides to turn and shoot at the police officer. The officer returns fire, shooting once and killing the suspect.
Then, he shuts up and asks for his advocate. The supervisor takes his weapon as evidence and he is place in administrative leave while Internal Affairs investigates, which includes statements from other witnesses. He is cleared of wrongful death. It was a "righteous" shoot, as they say. He was not charged criminally and allowed to return to duty.
The reason this case was important was to highlight that the family still sued the cop and the department saying that he removed the suspect's civil rights when the cop shot him.
So, yeah, if we are going to do away with cops and rule of law, then none of us have rights that can be defended.
