It took a bit, but someone already located the coordinates of the picture. It is called the gate of Panjshir located at 35°09'21"N 69°17'22"E and the Taliban are definitely moving away from the front line.
However, that also means that they certainly penetrated into Panjshir, and the flow of units away from a battle front does not signal a withdrawal or retreat and may just be logistics operations.
