The production class was put in when the Brady Bill was running strong, and it was only legal to purchase guns with 10 round mags. The USPSA wanted to try to level the playing field for new people coming into the sport by keeping them legal as they purchased more mags for the guns. It was the right thing to do at the time. Before that, you only had open and limited, and no matter what division you shot, to be competitive you had to run an expensive built pistol. Production let anyone go purchase a new Glock, Smith, etc and be able to shoot and be competitive within the current laws. Of course things have changed with mag capacity and the Brady bill expired, but it keeps a division that people in states with mag capacity can shoot in without breaking the law.
