Yes.
The phone can be rooted and custom ROM's can be installed.
Using a utility called Clockwork Recovery, you can do a full backup of your installation, flash others to try them out, and restore the original if desired.
I also use Titanium Backup to backup my installed apps and settings to the SD card and then restore them once the new ROM is installed.
Right now, I can flash my phone to:
1. Yesterday's Android 2.1 with all apps and settings.
2. Today's Android 2.2 with all new apps and settings.
3. Another ROM I'm playing with called SkyRaider.
4. There's plenty of room for more, but I only have som much time to devote to these things.

Rooting is basically unlocking the phone.
After you have root, you can move on to installing custom ROM's.
Just be meticulous in following the instructions given by the developers. Shortcuts don't work and they will kill a phone.
