I own and have used Surefire and Streamlight over the years with good results. They both make great lights for regular/patrol use, or any tactical application. Streamlight is more economical.
I'm surprised no one has mentioned the Inova T4, although it is a rechargeable light. Holds a charge for a long long time (runs more than two hours on "high"). Super bright (200 lumens) with a long reach. The low power setting works well and conserves the battery. It also has a strobe that works well.
Just as the posters stated above, there is nothing like a quick burst of strobe for disorienting subjects when engaged in high risk entry work. Try standing in a dark room and having someone hit you or your surroundings with the strobe...it is very effective. In training, I've used the strobe with multible role players using simunitions and found the "bad guy" role players report they had no idea where the operator/officers were located after the initial strobe light burst, that they lost their night vision completely, and that they felt disoriented and couldn't fight/shoot. Great advantage to LE for safely taking people into custody in high risk operations. Pretty effective when used as intended.
