My experience has been that the City Administration puts heat on the Cops to make more traffic stops and issue more citations.
It is typically the City Council that wants to use traffic enforcement as a revenue generator.
Quotas are illegal in Texas. They CAN tell you that you have to make "X" number of traffic stops, they can't make you issue a citation.

You miss the entire point.

Such "private police services" WILL be brutally used against those who of course didn't pay for their services.
There is nothing "libertarian" about it, it is always going to wind up being full on fascist.

Those with the money will hire those services to use brutality, violence, murder and force against people without money, so the rich can get richer, rob the common man blind and oppress them.

That is EXACTLY what happened in the past with those.

Today the police force, while often used as a tool of oppression by the rich and powerful, at least have to try not to get to making too bad a name for themselves or the administrators that give the direct orders are in danger of getting voted out.

Made a roundtrip to Salt Lake last week which is about 10 hours of driving. Along the highway, I'd see quite a few state troopers sitting there doing fuck all, waiting for someone to be above whatever the "imma pull you over' threshold.

The entire 10 hours on the road:

- literally noone was driving at/below the speed limit
- there were absolutely ZERO safety concerns
- the one and only safety concern was when one state trooper pulls out of a bush in the median, floors it, tails the first car in-front of him in the left lane by 2 feet, turns his lights on, floors it some more and has people almost driving off of the road at 80+ mph trying to get out of his way because of the way he was driving so he could pull some car over for going 2mph faster than the rest of us.

Because, if they go the speed limit, it causes traffic to back up behind them. I've seen them driving under the speed limit, and 80% of drivers stay behind them. I've passed plenty of them with no worries.
I've been pulled over a few times and got citations. I earned every one of them.

I most ALWAYS use my cruise control. If I approach law enforcement from behind (using my cruise control), I just pass them like I would anyone else. Once I pass, those that were piled up behind me because they wanted to drive above the speed limit, will also pass the law enforcement vehicle. I usually scored very high in "leadership" while I was in the Army.

Yes, the traffic does build up behind them, hence, why they drive either over or under the limit. I have passed them plenty of times when they were going under the limit with nary a problem.
