The fire chief is not wearing the flag IAW DA regulations, however; as he is the Chief, maybe he just decided to wear it in reverse-to show he leads from behind.... In any case the Authority (from my point of view) is DA PAM 670-1, I took a moment and looked up the page, an example is shown on page 204. Hope this helps, and yes this asshole should be looking for a new job (maybe his brother the mayor will fire him...)
As someone who wears a flag patch in the helmet band on my fire helmet. I find this troubling.

The wearing of the flag by the mil these days with the stars and blue field facing forward is a new thing, actually up and to the left for he stars. I understand the mil is the only ones allowed to wear it differently.
Well seeing how he isn't in the Army, AR 670-1 doesn't appy to him. In tradition, the Military wears their flag with the stars forward as if riding into battle. There is no regulation stating which way the flag must face on civilian uniforms. Guess your google missed a little. Also 670-1 is an Army regulation, not a DA PAM. The Flag has also been worn on both sides of the uniform through out the years. Right now for ACU's, it is on the right shoulder, Ive also worn it mid sleeve on my left arm while in the 173rd on BDU's.
Hope the Chief gets screwed on this.

If, the is IF you take the time to read the AR, you will find it directs you to the DA Pam 670-1, sorry but you lack of knowledge has been shown to the world. AR-670-1 is the Army Regulation that Authorizes what can and can not be worn, while the DA PAM 670-1 tells HOW IT IS TO BE WORN, and in fact actually has numerous drawings. Sorry, you should have taken your own advice, spent 2 seconds googling. You are correct about one thing, AR 670-1 is not a DA PAM! It appears that you are under some kind of weird impression that there is not a DA PAM 670-1-either you were a very low level enlisted, always had leader tell you what to do, so you wouldn't have to think for yourself, or you never served one day, in either case, pull you head out of your ass. In FACT the latest rendition, was 31 Mar 2014! Those never conducting inspections, and not interested in furthering their careers, would quite naturally avoid learning the regs, always followers to be sure, I'm sure they counted on others for guidance-they could not and were not counted on to get things done right-for God's sake, they didn't even know the regs, or where to look. Just to clear the air one more time, The AR authorized the wear, however; it does not show you how to wear the flag! Instead it directs you to, and you guessed it, DA PAM 670-1!!! And as I pointed out, in my previous post, you'll find that info on page 204. I seriously doubt the little victor will quote us page and paragraph in the AR that states How a flag patch is to be worn. In fact, with his super knowledge on how to post power points, done by others no doubt, that he can not post this little tidbit of info. Reason, it doesn't exist in the AR, it only exists in the PAM.

It your first sentence, you state, "the Chief isn't wearing in accodance with the Department of the Army regulation," which would be Army Regulation 670-1, not the DA PAM. You also state the authority for it is the DA PAM, which it isn't, it is the Army Regulation. The DA PAM does not grant punitive actions, the Army Regulation does. Are you sure you were an officer?

One of my soliders didn't clean his rifle the other day, should I use DA Pam 750-30 on his article 15 paper work? I figured I would ask you, since you are a former officer with such a great grasp of all these confusing AR's and DA Pam's.
Still haven't gone to the PAM for any of this info, just the AR and ALARACTS.

I'm a career and volunteer firefighter. My gear has always proudly displayed the American flag, and correctly oriented as well. We take pride in our country and celebrate our members who have served. This fire chief is a total douchebag. I would have disobeyed the order as well.
Now that I think about it, I'm pretty sure we have racial epithets and penises drawn all over our lockers right now. It's a brotherhood. We make dark humor much like the military to cope with bad Shit. And every single person who has a racial epithet scratched onto their locker laughs about it because they know the brothers are just having fun and would always have their backs.
