In any case the Authority (from my point of view) is DA PAM 670-1, I took a moment and looked up the page, an example is shown on page 204. The wearing of the flag by the mil these days with the stars and blue field facing forward is a new thing, actually up and to the left for he stars. I understand the mil is the only ones allowed to wear it differently.
Well seeing how he isn't in the Army, AR 670-1 doesn't appy to him. In tradition, the Military wears their flag with the stars forward as if riding into battle. There is no regulation stating which way the flag must face on civilian uniforms. Guess your google missed a little. Also 670-1 is an Army regulation, not a DA PAM. The Flag has also been worn on both sides of the uniform through out the years. Right now for ACU's, it is on the right shoulder, Ive also worn it mid sleeve on my left arm while in the 173rd on BDU's.
Hope the Chief gets screwed on this.

Just to clear the air one more time, The AR authorized the wear, however; it does not show you how to wear the flag! Instead it directs you to, and you guessed it, DA PAM 670-1!!! And as I pointed out, in my previous post, you'll find that info on page 204. It your first sentence, you state, "the Chief isn't wearing in accodance with the Department of the Army regulation," which would be Army Regulation 670-1, not the DA PAM. You also state the authority for it is the DA PAM, which it isn't, it is the Army Regulation. The DA PAM does not grant punitive actions, the Army Regulation does. Are you sure you were an officer?

I'm a career and volunteer firefighter. My gear has always proudly displayed the American flag, and correctly oriented as well. We take pride in our country and celebrate our members who have served. This fire chief is a total douchebag. I would have disobeyed the order as well.
Now that I think about it, I'm pretty sure we have racial epithets and penises drawn all over our lockers right now. It's a brotherhood.
