Or Palestinian-lovers. Apparently USA and some 'others' picked up a half dozen HVT terrorist targets in Chicago this past week. Including snatching one right out of a tent at a Palestinian encampment.

Most likely cracked propellant grain. Seen it a couple times disposing of rocket motors.
