How does that happen? How do you get snow that high in an open area???

Its not that deep. It's just those poles are short. Look at the other poles off to the side. You generally will find the short poles next to rail lines. Doing some quick searches of people asking questions about them they are for railroad signaling.

Any rail people here that can chime in?
