If they have classified the "prohibited" act of doing so, and classified it the same, they need to take a good look at it.

When your relative is in danger, and it doesn't matter by who, you would want to do something about it. There is no clear way in this world on how to do it.

We saw a significant jump in IEDs and ambushes on Filipino Marines in JSOTF-P the month after the two European nations paid ransoms for the ICRC hostages the Abu Sayyaf had taken a few months prior.
