I came across a box of these and have no clue about them. I have 7 new old stock. Can anyone with solid information tell me a. is there anything special about the pre 94 mags? b. can these be sold to CA c. what is the realistic value?

I never followed the value on Galil mags, so I can't tell you what they're worth. However, in a nutshell
"NO", those magazines are not legal for sale or transfer into California
except by individuals or companies who possess current permits for "Large Capacity"/"High Capacity Magazines". In California that means any magazine over 10 rounds, and the 10+ magazines may only be sold to LE and Military. Effective January 1, 2014 the transfer and sale of 10+ capacity magazine
"re-build kits" is now a felony in California (unless you possess the required permit(s)). The date of manufacture is a moot point with the passing of this new law.
Up until December 31st, 2013 the transfer and sale of 10+ capacity magazine
"re-build kits" was legal to anyone in order to
re-build/repair existing 10+ capacity magazines which the end user legally owned (in possession of within California prior to the California High Capacity Magazine Ban (effective January 1, 2000). The re-build kits could not be used to assemble new 10+ capacity magazines or to convert lower capacity magazines to 10+ capacity magazines (that is considered manufacturing).
Magazine re-build kits were nothing more than a magazine disassembled into parts. The law didn't specify whether the magazine needed to be completely disassembled (do the spring and follower need to be removed from the magazine body, or can the base plate just be unlocked from the tab and be pulled-out a little)? I always disassembled the parts completely just to be sure when selling, and required that a Seller do the same for me. Some people would ship some of the parts in separate bags and boxes, although I feel that was overkill. And I'm Mr. OCD.

Librarian has a good handle on the laws (it's obvious to any one with any common sense that some of the guys just don't know WTF they're talking about, and I'd advise against taking their advice unless you don't care if you become the "test case".
