Is accuracy, or MV consistency, decreased with less volume of powder

Sorry for the newb question. Am curious if you loaded a cartridge (say 6.5 CM) to be a little slower than normal to reduce recoil, does that tend to increase MV SD?

Does filling a cartridge lead to more consistent burning?
 
You can to a certain extent but not all that much recoil percentage wise. You would be better off going with a lighter bullet and a better recoil pad. The 100 grain, 110 grain stuff would be a more appreciable difference if you’re loading for a youth shooter.

There is an optimal case fill, too little can leave the powder distributed unevenly, though modern powders are more immune to the hang fires of the old days I’ve read. In any case I wouldnt go below the book minimums.
 
I built a spreadsheet that calculates recoil energy and velocity as well as kill power (based on chuckhawkes) and some other factors. In my mind there is a missing optimal terminal performance per lb/ft of recoil that is somewhere between a 6.5 Grendel and 6.5 Creedmoor.

Was trying to see if I could get there loading a 130 grain bullet in the Creedmoor and loading for lower MV. Will have to look and see if I can find the mins you mentioned.
