You can to a certain extent but not all that much recoil percentage wise. You would be better off going with a lighter bullet and a better recoil pad. The 100 grain, 110 grain stuff would be a more appreciable difference if you’re loading for a youth shooter.
There is an optimal case fill, too little can leave the powder distributed unevenly, though modern powders are more immune to the hang fires of the old days I’ve read. In any case I wouldnt go below the book minimums.
