If his goal is the entire territory, I'd say you are right. However, if the goal is truly only certain areas, then striking capabilities that could threaten or harass afterwards makes a lot of sense. As does showing the Ukrainians that their leaders will not and cannot protect them, which lessens the chance of organized resistance once pulling back to consolidate the gains. It also makes it more likely to be able to shape the politics to your liking afterwards by removing the western allied (maybe WEF controlled?) politicians and dispelling the myth that Europe and the US is willing to die for them. It will harden some, but there wasn't much general support for the Ukrainian government before. Many more will be demoralized and less trusting for at least a generation. If the Russians leave quickly (what they dont intend to keep) and with minimal collateral damage (and no raping, pillaging, and murdering) then it may sting the national pride but not enough to risk dying over for fucks that will just screw you afterwards anyway.
