But, considering they have to educate all of the illegal border crossers in their school system, who barely speak English, they are doing rather well.
They are a big part of bringing down the Average scores.
Let us look at Baltimore, which has the highest funded schools in the nation, who also RELIABLY scores in the bottom 3 percent in the Nation.
They have all the funding you can imagine, and have fewer non-American born students. But then, they are handicapped by liberal leadership.

Had a Kawasaki utility version in the early to mid 80s. I can't tell you how many times I got pulled off by my leg getting caught by the rear tire or flipping it in a turn etc. Had a girl in my class, 7th grade, who was killed on one. Her twin sister survived.

First time by buddy was driving and he got a huge 18 point ticket that would've kept him from getting his DL at 16. His and my dad an us went to court for his court date. We talked to the DA and his dad started in with everything wrong with the ticket and the DA told him he could correct any charges on the ticket he wanted to. My dad jumped in and did the whole we're country folks and these kids don't drive and we don't have time to chauffeur them everywhere and this is how we get around and how we know it's wrong and we're very sorry, etc, etc. IIRC, the DA dropped everything, which I think he was planning on after giving us a ear full until my buddy's dad came at him, and off we went. Only to get caught a few months later. Fortunately this PO had a more urgent call come in while talking with us. Told us to go home and stop driving this on the road. Got our DLs probably a year later and the three wheeler was forgotten.

I'm one of those dumb Cajuns from Louisiana. I'd rather them (#48) and those Texans (#28), Tennesseans (#35), and/or Kentuckians (#16) have my back than all those "smart" and well-educated people from #1 Massachusetts, #2 Connecticut, #3 New Jersey, etc. At least if I look over my shoulder I won't have to worry about them sticking a knife into it or if they are still there. Dumb-asses like that, probably dressed in rags and bare-foot stood with my ancestors and their friends at the Battle of New Orleans and gave the well-equipped, battle-hardened, and numerically superior British force a good ass-whupping. And I am confident they will do it again, without hesitation, should the need arise.
Growing up in the middle of no where South Dakota, it was disheartening to see our education system ranked so low "nationally". After joining the military, meeting people from every state, and traveling to 40 different states, it was painfully obvious the "rankings" were skewed in favor of certain states, that are actually stupid MFers.
There is a difference between being educated and being credentialled. Most "education" is about getting credentials, teaching to the test and the like, and precious little education is gained in the process.
People without credentials are very often better educated.
It rare to find people who are both educated and credentialled, even in the STEM fields. I would far rather work with a mediocre machinist than a mediocre engineer. Too many engineers have never made anything with their hands, and it shows.
