So I hate to break it to you but, “H1” stands for Highway 1, “I1” would be Interstate 1. The fact it doesn’t cross state lines makes it a highway not an interstate. All interstates are highways, but not all highways are interstates hence the “H” and “I” labels.
Technically you could call it an intrastate highway, but that’s just a highway.
