Back in the early '90s I had to sit in on a part of SOFA negotiations between the US and ROK in case they had technical questions. I don't know which is worse, politicians or bureaucrats. By far the most boring days of my life.

Worst are the contractors at the pig trough, bidding low but slipping in additional charges, corrupting politicians and bureaucrats alike, delivering sub-standard products, and hiring do-nothings only for their Gov't contacts. I actually heard one contactor, when challenged on their process, performance , and expertise, ask the Gov't CO: "what answer would you like to appear in our report? It can be changed to whatever you like."

For years I was both an officer in the Air National Guard and a contractor. Seems like every time I was awarded a contract, at the kickoff meeting I’d have to remind the Contracting Officer’s Technical Representative that “this is a fixed scope contract.”

They’d reply, “You mean a fixed price contract.”

And I’d say, “The price is fixed because the scope is fixed. You’re already changing the scope, and guess what else changes. That’s right, the price.”

Most times, the Contracting Officer (KO), the COTR and I would reach an understanding. Some times though.....

If he's not robbed in November, there's going to be hell to pay for the Demwits. I'm actually seeing something change just a wee bit in the MSM. There seems to be some finger pointing and it's pointing to the left and not towards President Trump as much. We will see.

My last posting in the Air Force down here was 97 - 98 in logistics management for F18 Hornets. I had to renew existing contracts, negotiate new ones and then completely manage them from sending items out to contractors, receiving them back then writing the checks for payment. Almost every contractor bill was queried and very few were ever paid in full. Cannot remember what my total budget was but I remember one new contract I wrote was for $30 million per year. If I had not been moved to that job I would have stayed in for more than the 27 years that I did. Would rather fly and play with guns than drive a desk....

I was what we called a flight fitter in those days on all our helicopter types so I got to play with door guns and do rescue swimmer shit like recovering bodies, sometimes live ones. I spent many years in our Research and Development Unit where I got to fly every type of aircraft with more than one seat ranging from C47 to F18. Also held a private licence for many years and got to fly Tger Moths and Dragon Rapide as well as the more normal Cessna's and Bonanza's etc. Really starting to miss those years....

Best part about working GOV contracts is when a guy with a HS diploma can show an "educated" engineer how they screwed up the parts they presented for inspection, then put their over-inflated bosses ego in check by showing the contractual specs and their manufacturing processes are "out of contractual scope". THEN place the 5,000 cases of fuel filters they made over the last three months on the shelf in quarantine so they don't "slip them in" when they finally get the details straight. 6 months later those boxes are eating up A LOT of warehouse space.

My 12th grade English teacher was in the Philippines back then. She was in a bridge club with Mrs. MacArthur. She still hated the Japanese. One time in class she said, "I'll never forgive them for what they did to our boys."

I've got a 1977 Deere 4430 ag tractor. I am so thankful for an old skewl parts store in town. Walk in, "hey Butch, I need a two wire alternator to replace the factory one on my tractor". He spins around, goes into the room with all the shelves, comes back, flops it down on the counter "anything else?"

"Yes, I measured the new cable lengths to convert this thing from 6V to 12V."

"Alright, how long does the ground need to be, and how long does the hot need to be?"

Like I said, so thankful!
