Neck bushing question

I've been reloading for quite a few years but just now got my first dies that use a neck bushing. Reloading for a 260 rem and got a set of Wilson dies for it. My question is in selecting the correct bushing size by seating a bullet and measuring the outside diameter and then subtracting .002, does it matter if it's virgin brass or does it need to be once fired? I loaded a 140 amax dummy round in a new RP case and measured it at .290 which would be a .288 bushing. Does that sound correct?

you may want to chamfer in and out first and check a few for variance in neck thickness but otherwise that will work

Yep you got it. It can be new brass or fired.

If you use Lapua brass you may need to go one size larger with bushing. My Lapua brass runs just a tad thicker than Remington that I also use.
