Assuming this is a standard M1A in a non pistol grip stock and it has a flash suppressor with bayonet lug, all you'd need to do is remove the flash suppressor and ship it directly to the buyer. Any magazines with a capacity greater than 10 rounds can be disassembled and shipped directly to the purchaser as parts kits. This is all legal.
There is NO ban on bayonet lugs or threaded muzzles. The buyer would just need to buy a muzzle brake and install it, there are several options for them to choose from, a few which have bayonet lugs as well.
It's really not that hard, people just make up wild stuff since they don't know or understand the laws.
Here's the law:
12276.1. (a) Notwithstanding Section 12276, "assault weapon" shall also mean any of the following:
(1) A semiautomatic, centerfire rifle that has the capacity to accept a detachable magazine and any one of the following:
(A) A pistol grip that protrudes conspicuously beneath the action of the weapon.
(B) A thumbhole stock.
(C) A folding or telescoping stock.
(D) A grenade launcher or flare launcher.
(E) A flash suppressor.
(F) A forward pistol grip.
(2) A semiautomatic, centerfire rifle that has a fixed magazine with the capacity to accept more than 10 rounds.
(3) A semiautomatic, centerfire rifle that has an overall length of less than 30 inches.
The only hit is the flash suppressor, remove it, ship it to the buyer, ship the rifle to the FFL and you're done.
I'd recommend cutting a small "X" in a tennis ball and slipping it over the muzzle to protect it.
There is one more provision... if you're a business and shipping into CA you need to get some transportation number stuff from the CA DOJ, it's pretty easy to do. If you're a private individual, this is not necessary.
