I lived just south of that scene for about five years. I knew a lot of people who were around back then. Including LE from Boundary and Bonner counties.
So, in a nutshell: Randy was a "separatist". Separatist in that he wanted to separate himself from other people. The U.S. Gov didn't like the sound of that and they didn't really understand what it meant. They obviously thought separatist and supremacist meant the same thing. Keep in mind there are two different groups of supremacists up there, one of which is mostly still functioning. The NAZI's were mostly pushed out. Randy was a part of NEITHER. The USG didn't understand that either.
He was approached to get in to "the group" and inform. He wanted none of that. The USG then had their flaky informant get Randy to cut down the barrel on a shotgun. He cut the barrel with 1/2" extra. Where he got in trouble was the stock was cut down as well, but not by him. The overall length was too short. Not sure if that is NFA or GCA infraction.
At which point the USG, under the Reagan administration (1986), said they would press charges if he did not go and inform. He went and got into the group for a while. Then decided it was bullschitt. Threats went back and forth all the way through the Bush Sr. administration. Randy laid down the ultimatum that if they wanted him the Sheriff could come and get him. The U.S. Marshalls took exception and led the siege of he and his family on their property. During that siege his wife and son were killed and a Marshall (could have been FBI?) was killed with another wounded.
In the aftermath, Randy was prosecuted by the USG and imprisoned for a short time. Lon Horiuchi, the sniper (FBI?) who killed Randy's unarmed wife was to be prosecuted in Boundary County, but that DA got un-elected. A lot of "out of town" money spent in that election. No motion has ever been pushed to revive that prosecution.
In summary, three administration's wrongly went after Randy. They never really got what they wanted. The NAZI's were pushed out (Rathdrum area) by the incoming tide of big money retirees. Taxes and land value rose to the point they could not compete economically. The other group are descendants of the Minnesota/Wisconsin Weyerhauser workers who moved out west when those logging booms slowed down. They all live there, but have their babies in Canada, so they'll have lifetime medical coverage. Yes, they maintain their dual citizenship.

What I should have clarified better is that the DOJ under the Reagan administration were the ones that set up the flake informant to get Randy to cut down the shotgun. Which was legal. Again, it wasn't that the barrel was under 18", it was that the overall length was under minimum. That changed after Randy was done with the Shotgun.
So, what the DOJ did was basically blackmail him into informing. When he quit is when they pressed charges. All that during the Reagan administration. The negotiation, fallout, and siege was under the Bush Sr. administration. The prosecution was under the Clinton administration.
FWIW, you may note, from my perspective, that nobody local was really against Randy. One misinformed local said he should have just come in as the infraction was a misdemeanor. I informed him no ATF violation is a misdemeanor. The truth has always been, since 1934, that gun infractions aren't gun infractions they are tax infractions. Since they are federal, they are a felony.
That guy Lon retired and moved to Hawaii, he was also so involved at Waco,

Looking into his eyes an watching his body language told me he was telling me the truth as to what happened. The USG does not like "subversive" groups in our midst. The FBI is there to ferret that out. The problem is that they can be used politically, like they are now. Back in the beginning of it's existence, J. Edgar Hoover also realized that the FBI needed to retain it's power if it was going to be a continuing entity. In some ways that's good as the FBI can't be totallty used as a political weapon. In other ways, it's bad, as the FBI has retained too much of it's own autonomy and doesn't take direction. Meaning they have their own agenda. If they are populated by too many politically leaning leaders, they tend not to find justice, but rather whomever they want to hang for their own purposes. Hoover knew this from the beginning and under the "not-so-watchful" eye of the then administrations, he gained so much power, presidents couldn't tell him what to do. He had too much dirt on them.
So, what they wanted from Randy was nothing more than an "in" to the white supremacist movement. Which they couldn't even conceive of that there were two separate movements. He was nothing more than a tool to them. And, they never cared one hoot what is real beliefs were. They could label him and use him. If he didn't play ball, they would bury him as a lesson to other fringe non-conformists who didn't play ball the USG way. They wanted to break up the white supremacists.
