Will it hurt businesses....yes but I look at it this way. Treat and pay your employees well and you won't have to worry about them leaving to a competitor.
In some industries the knowledge you obtain is very specific to that industry and trying to find a job outside of a competitor with a similar or better wage is near impossible.
I'll use a hypothetical example. Say an individual signed a 1 year non-compete as a cosmetics chemist. Individual puts in 5 years but notices the culture turn to shit and wants to leave. What other industry is going to pay this individual their worth outside of a competing cosmetics company? Their knowledge is specific to that industry which is what drives the higher salary.
They can find a job but they will more than likely take a pay cut.

Just playing Devil’s advocate, but what would stop businesses from having people hired by other businesses with the sole purpose of learning trade secrets or gaining advantage over the competition? No. The real socialist act here is non-compete agreements end up suppressing wages across an industry so everyone ends up getting paid the same. A job market needs to be free just like free market trade. Supply and demand need to meet in the middle. I have walked out of many new hire orientations when a non-compete clause gets whipped out. NC clauses are the biggest red flag to warn a person to stay away from such employers.
A common trait among industry now is to sub out the specialty maintenance. The Subs are getting paid way more money than they would have if they were employed full time by these companies. In the end, these companies make less profit than if they would just have their own well trained and paid maintenance crews.

Foreign companies already steal information and that already occurs (1 year non-compete isn't that long). If a company really wants to learn trade secrets they can reverse engineer the products. Actually, most large corporations have departments that reverse engineer their competitors products.
Also, as I stated before; pay and treat your employees well and they won't leave.
