Well, neither of them holds leadership positions, so what exactly would the caucus vote them out of? Getting the Republican caucus to replace Cheney with Stefanik is an impressive accomplishment for her - evil and highly damaging to the Republicans, but impressive nonetheless. Machiavelli and Sun Tzu would probably be moderately impressed.

The conference chair is there to stay on message and raise money. Stefanik showed that she could stay on message defending Trump*, and is one of the top five money raisers in the house GOP. It isn't a position about being a policy guru or a strategist. Cheney was a shitty fundraiser, raising about 20% of what Stefanik did, and can't stay on message to save her life.

*I like Cheney more than Stefanik as a person, and I think she is more right about Trump than Stefanik is, but she isn't good at this job.
