Per the government, the loud boom coinciding with the ground shaking felt near DC wasn't the plane being shot down, just the jets taking off. Because jets taking off always causes a min-quake to be felt for over 100 miles.
Edit: I do believe this was likely a ghost plane, like Payne Stewart, but I don't believe they didn't take it down.
