You are correct with respect to the New Testament. However, with reference to the millstone, I believe that Jesus may have been talking in hyperbole like most rabbis did at the time.
Stoning was the preferred method of execution in the Old Testament. It was probably the preferred method by the Jews in the New Testament as well. Even though they were forbidden by Roman law from carrying out capital punishment.
Recall when the woman caught in the act of adultery was brought to Jesus. The men wanted to stone her, which may indicate that it was still the preferred method of execution by the Jews. Stephen was also stoned. Several times, it was written that the Jews wanted to stone Jesus. Again, indicating that was the preferred method of execution.
So when Jesus talks about the millstone placed around the person's neck and tossed into the sea, it may have been a reference to how terrible their punishment would be in comparison to deceiving the little ones. Death would be swift and certain when dragged to the bottom by the neck. Not only from drowning but when we think about the force being exerted on the neck from tossing a millstone into the water, the condemned would probably be dead from a snapped vertebrae before they even got wet.
A millstone would also have been a very expensive item to toss into the sea along with the condemned. Making anything out of stone; especially something that was round and supposed to roll would have taken considerable effort. Tying a big rock to the person's neck would accomplish the same thing and much cheaper.
So when Jesus talks about the millstone it may have been the equivalent of what we might say today like, "toss him to a pack of hungry wolves." or "Make him sleep with Maxine Waters."
The answer is voting should be handled like a Republic and NOT a democracy.

That or use the same system we use on a national scale for state voting as well. State electoral college. It would minimize the importance of cities. If you felt your vote was minimized you could move out of the government subsidized city and to the country. I know a lot of country people would not care what was going on in the city if the rules didn't have anything to do with them. Cities are going to all end up being failures I think as far as social experiments.
