There is a shortage of tug boats and crews (Captain, Engineer, Deck Hands). The boats will have be sub-contracted to a Chinese company and manned by Chinese hands. Since there are few boat yards left in America, due to government regulations, the boats will be built in China. Due to material shortages, boat delivery will be delayed several years. There will need to be a new Government department created to oversee the Chinese sub-contractor.
