Cells can function independently with the same goal. Little to no central leadership/governance is required to initiate the boogaloo.
You don't need a nationwide general or central command to get the party started.
Leadership/coordination can be developed ad hoc.
Secession has happened before. It's ugly and not everybody got what they wanted. Refusal to recognize authoritah is, in some effects, a form of secession.
Sort of like 2020. Where President Trump got “beaten.” Yeah….I absolutely fail to believe anything other than a cheat then and upcoming in 2024. This time, it will be in your face whatcha going to do about it?

The United States Intelligence Community and the Five Eyes (UK, Canada, Australia, New Zealand, and the U.S.) possibly have the capability to see into Iranian networks.
If either element detected Trump Campaign documents on Iranian networks, they would likely copy these documents for analysis.
Who else would see these documents? Very likely senior Harris Administration Officials.
