Nope. They’re insane, but not idiots. If you mean that most of them don’t know anything about running the segment of the government they’re in charge of, then yes - I agree. But they aren’t hired to “run” it, so they don’t have to know how to do that. They’re hired to destroy it, and they are experts at that, which is why they were chosen. That Energy Sec is a perfect case in point. She couldn’t solve our energy problems if you put a gun to her head, but she can and will create the largest energy crisis in our history if you give her half a chance. Incompetence (what we’ve seen in past administrations like Carter) is no match at destroying things when compared to focused, targeted sabotage by the ones in charge.

Saw a hypothesis that the standard spring / buffer combo in that brand rifle isn't capable of cycling well unless properly shouldered. Funny, they try doing that crap near me last year... The event didn't last very long. They were trying to block an intersection/stop light… When the light turned green several people just went and didn't swerve out of the way but the protesters demonstrators sure as hell moved quickly… lol.
