I'm arguing a metric for a social credit system failing is large scale revolt, in this case city wide. I see social credit systems as a way to control and reduce uprisings while enslaving citizens. But they need to dangle that carrot. Who cares what their social credit score is when starving or welded into an apartment complex.
Also the communist authorities picked a stupid metric to judge a cities populace because the citizens have no control over these conditions that are used to judge them. For example a person can choose if they want to call Xi Winnie the Pooh, they can't choose what their "covid test" outcome will be. Other cities are not gathering together thinking they need to test negative harder, because it's out of their control.
