I did not read the article but reacting to your quote...I actually don't have an issue with this. Why not go ahead and advertise why they are raising prices. Call it out. Plus they said they would remove it if you don't want to pay it.
If some Auto shop put a sign on the door that said, "we are raising our prices 4% because of Pedo Pete's economy, FJB" then everyone would clap and take their car there for service. If I was this restaurant, I would have used more colorful language but whatever.
Just be honest and call it out.
That was originally how it was set up.
Imagine a brain tumor so deeply ingrained in a person's brain that it could not be surgically removed.

Just because the cost of the electric bill goes up, should the small business owner break out the cost of utilities and expect customers to pay for that ? Why not just post a financial statement on the back of the menu ? Guilt by omission. A business owner should not pick and choose what numbers to share. The cost of a meal at a restaurant is "bundled".

I'm glad they are trying to show a concerted effort against the cartels but that video is not going to impress anybody.
The local cartels are slinging ATMs, belt feds and high-end drones. Their little convoy would not have a single heartbeat remaining 60 seconds after contact if it came down to trying to make a difference.
