I have been reloading for a 338lm with h1000 and retumbo. From what i have read, these seem to be the go to powders. I have tried loads with both 250smk and 300 bergers with no rime or reason with groups. Both the canisters of h1000 and retumbo have been sitting in a garage for 5+ years where the temps fluctuate from 100+ to freezing. Will this powder degrade any? Is it worth trying to run these bullets again with new powder?

Will it degrade? Yes. Will it degrade enough over your lifetime to matter? No (if kept sealed).

Just as an FYI, I had really shitty luck with Retumbo/H1000 with Berger 250s and 300s. They shot no better than 1/2MOA no matter what I tried. I swapped to SMKs and instantly shot 1/3 and sometimes 1/4.

I think I'd find a more stable environment to store my powder. There's no powder company that will tell you to store powder over 70 degrees. Powder stored in original containers, stored properly last a long, long, time.

There's been some discussion of VV 500 series powders which I've shot a lot of oxidizing after opening a jug. Mine get actually gets shot so quick after opening a pound, I don't see it. But, C. Dixon has a 2lb jug of N570 that he said was given to him as a promo when it first came out, maybe 6 years at the max. That shit looks so bad there's no way I'd charge a case with it, so something is up??

To answer your question, I'd retry with new powder.

Send me your powder and Ill test the whole thing and give you a report. Please add bullets primers and brass so I can do a thorough job for you.
