Lived along a highway and mowed ditches.
When there's butts every 4" it's the easy explanation. Gives you something to take pictures of and blame unlike the chunk of chain hanging off a trailer that's long gone, or electric fence that's no longer arcing on the now shorter grass.
But that's just what I was told by a retired inspector. If they found a butt it was investigation over and quit wasting time.
