I see this ... &quote;... scattered randomly among peoples posts, often several in a single post.What is it, is it something I have disabled in settings or something ?

when I look at my post now it only shows the ''e'' but on other peoples post I see '' & quote ''

UBB's way of quoting posts used the html code for the quote symbol, which is &quote;. During the migration to vBulletin, the conversion process did not convert the old way that UBB did quotes into the new way that vBulletin does quotes (it would be nearly impossible to do correctly). What you're seeing is vBulletin displaying the HTML code for the quote symbol, since it does not allow you to insert HTML into your posts (it's a security risk).
