Curious if there is a period that the 700 actions were made that are more desirable than the other years? Wondering if I need to stay away from any years while aquiring one for a build.

IMHO the older the better. Something from the mid 80's would be a great start.

Yeah google remington dates, find sites like this:
http://www.remingtonsociety.com/rsa/questions/barrelcodes.
If all you want is the action, there's not an awful lot of advantage to any, older's bolts usually cycle smoother, and qc may have been a little better.
However if you want the trigger, I'd definitely reccomend pre x-mark.
If you want the whole rifle older has a few advatages, reasonable leade (if its not shot out), no feed issues w BDLs, tunable trigger.
