Savage rifles may not have a reputation for fit and finish, or a smooth bolt throw, or bomb proof extractors, or making the gun bunnies wet, or making your pecker look bigger, but pretty much everyone (even the haters) agree that they are generally precise shooters.
Haters gonna hate em, Ukrainians are going to stack bodies with them. I seen a couple DMR2s on a recent news broadcast over there too.

I’ve seen videos with Chinese Athlons on top of “sniper“ rifles in Ukraine.
Philippines SF used Savage rifles in the early 2000s. I still have the Shotgun News that the article is in. It wouldn’t be first choice but if I was poor and had to provide my own I’d consider it better than being poked in the eye with a sharp stick.

The +1250m mark with .308 set in Iraq has been surpassed repeatedly and with boring frequency over the last 15 years of GWOT by multiple shooters across services. I honestly don’t know who they had running their Savages but I could probably narrow it down to one particular group that has that sort of freedom and it’s not exactly the bunch known for credibility in the sniper arena.
As for Savage rifles in the Ukraine, dudes are probably happy to have them and putting them to great use but I’ll eat my hat the day I see a Savage rifle pass legitimate program trials against competitors.

I’d pick a Savage over a Mosin.
Seriously, I’d think one dude with a minimum of training and a mindset dedicated to defending his homeland and killin’ Ruskies could make life pretty tough on a bunch of Vlad’s conscripts.
Have a buddy with a .22 Creed built on a Savage, and I’d not want him shooting at me inside 3/4 of a mile. Of course, the 5R
