Hi, guys, sorry if this is a repeat question or a stupid one, but I recently purchased a Rem700 LTR from someone. After removing the scope rings, there was still some residue left on top of the receiver. As a result, it is not entirely smooth.

1) Will this be an issue?

2) How can I remove this safely and effectively?

is it bedding or just loctite? If its loctite just use a razor blade and scrape it off, warm it and wipe off what you can. If its bedding, you could try putting the action in the freezer over nite, if my come off easier. Not sure if your goin to leave the finish unharmed tho.

Thanks for the responses, guys. First, I tried the epoxy/paint removal which did not do anything. Then I tried the razor blade which got the majority of it off, then to clean it up I took some Hoppes bore cleaner and the #0000 steel wool and that took the rest of it off.

Looks good, as long as you keep the surface oiled and work gently, steel wool shouldn't mar the finish. I use WD40 and 0000 steel wool to clean off brass left on receivers and barrels (from my holding fixtures) after machining.
 
I know of many who "bed" scope bases with loctite. Perhaps an old school trick before modern railed and MOA mounts with more precise fitments.
