I use inexpensive levels that I acquired from Ace hardware. I put my rifle in a rest and verify that the rest is level. Once that is accomplished, I verify that the gun is level by attaching another level to it. It really helps to have more than 1 level available as you can reverify in case you are clumsy like me.

Depending on the scope model I will usually place a level on either the top of the windage knob or unscrew the cover if the scope is devoid of target knobs.

Though the wheeler route doesn't seem to expensive either. I think I got my little bubble levels (they have hooks on the bottom for using rubber bands) at Ace for a buck each.
