Easement or right-of-way, not exclusive ownership. By definition, in order to have an easement or right-of-way, somebody else has to actually own the property.

ALOT of shooting occurs on powerlines.

Unless it's public land, you still need permission of whoever actually owns the land.

Just remember if you are going to shoot under the lines...bullets arc ALOT...especially at long distances.

In Tennessee the "right of ways" are property of TVA and they DO prosecute to the fullest. Don't ask me how I know. Don't hunt on CSX track berms either.
