Gunsmithing Should the recoil lug be to the front or back of the removed recoil lug area?

The stock I have has a larger recoil lug opening than my Badger recoil lug is....so there is little wiggle room in Front/Back, Both sides, and the bottom...should the recoil be pushed to the front of the lug area or tight to the face of the Alum bedding Block? or does it matter...i was reading something about a floating recoil lug...

This came up in a conversation because i have always been told that a scope should always be pushed forward against the rail, i was thinking the Lug would be the same.

You need to think about how the forces are applied to various components during the recoil phase.
