a friend of mine is looking for a couple 8 shot mags for a smith 39 9 mil. do you guys have any ideas? I found them on CTD but they're out of stock and promag has them listed but discontinued.

Hit the LGSs and see what they have in their "junk" bins and dusty corners. I've found a few that way for older S&W pistols, including the 39-2 and the 3913. Gun shows usually turn up a few, but at a premium. Promags in my experience are hit and miss for performance, new springs or not.
If he is just looking for shooters and not "authentic" originals, magazines for the 3900 series pistols will work just fine (I run one in my 39-2). I believe they are still available from S&W, and probably also from Midway.
