dang man, you can get a remington 700 sps tactical for around 500, optics (vortex, millet, super sniper, bushnell 3200) around 200-400, and bipods are pretty cheap.
If you are serious about accuracy handloading is a must.

It shot around .75 moa out of the box, with an hs precision stock it shoots around .5 moa, about .4 moa out of my mcmillan.

this ones barrel is shorter, I opted for the 26 inch barrel because I wanted to get the most range out of it.
Savage makes a great rifle too, Im not to sure about the stevens 200 tho. They are abit cheaper than the remingtons, but I dont care for the bolt lift, the 700 is much smoother.
If you like military rifles you will be interested to know that all the m40 rifles, and the army m24 are based of the remington 700 action.
