Standard deviation issues.

Was looking for some insight on a hunting/target load for my weatherby vanguard in 300 WinMag. Been working up with different powders and bullets trying to find something that will shoot decent with a relatively low S.D. <10fps is good enough for me, <5fps is even better.
So far 7828, and RL-22, have shown some low S.D around a velocity that I like, (around 2900 FPS with 200grn ELD-X) but I can’t seem to get them to group well, even with the low S.D in both powders. I’ve tried other bullets, (212eld-x, 180noslers, 190 accubond LR) and powders (H-1000, Rl-17, Norma MRP. Same issues tho, really not showing a strong correlation between a low S.D and a tight group. Playing with seat depth hasn’t shown much promise either. Seems like the weatherby likes a shorter COAL and a big jump off the lands, but still even the good groups are at or above 1”. Stock is bedded and pillared. Haven’t had this problem before, usually I just find a bullet I like and a node with a low S.D and mess with the seat depth and primers to get it to tighten up. Next I’m trying the 210accubond LR’s with the above listed powders. Feel like I’m on a wild goose chase trying to find a bullet that this thing shoots well that still has a higher B.C. Anyone have insight on what bullets their vanguard has liked, and why I’m not seeing a good correlation with group and a low standard Deviation?
 
only thing i can think of that you missed is cleaning your dies, maybe there is some runout (bullet not seated perfectly straight). sometimes a factory gun wont do better than a 1 in group.
 
I find a load as follows: Find your powder charge, in a node, adjust length for accuracy. Then run a primer test to check s.d. and accuracy together. A low s.d. does not mean accurate, but if an accurate round has a low s.d. then the accuracy should hold to longer distances.
Most people here run an ocw test, a ladder test, or both to find a powder charge in a node.
