I'm just going to make an assumption here. My guess is she was probably not 100% qualified, but no matter who steps in the role will fail. Anything govt is so fucked up, there is no way to succeed. Anything govt related is failure. I don't blame her, I blame the system. She may be at the top, but she's not running it! The only way for this organization to be successful is to make it private. Look at all govt organizations......SHIT SHOW! Nothing the directors or people running it can fix. This is why it doesn't matter who is President, there is no way to fix all that is "shit" in govt.
