Stop and frisk is unconstitutional...period and end of story. Martial law is a better way to go. Send in the NG if the LEO guys can't handle it. Send them to the worst areas based on shooting statistics. Arrest anyone not complying with the law in those areas. If they put up a fight, shoot them with no remorse. Raid every place where the gangs hang out and arrest them as well
