Yes that is a little tight, 65 inch lbs is what they say for your ring to base pressure. The rings are much less. I would check with whoever made your rings.

It's 15-20 in lbs for the rings and 35 in lbs for the rings to base. Take your time and be sure to keep the ring gap the same between ring halves. Shoot a few rounds, check the torque, repeat, etc.
