Gunsmithing Torx vs allen head? And blue locktite.

I use a small drop of blue on the ring screws and base screws. Nothing on the side bolts though

Less likely to strip a Torx screw head; more likely to snap a Torx bit. Call it a push.
I use blue threadlocker on the screws that retain the base to the receiver. I have not found a need to put threadlocker on the scope ring hardware; if they are properly installed, then they stay tight. That may not be the case when installing some featherweight hardware on a super-light hunting rig chambered in something nasty, so the dude with the 6.5lb 300 RUM may wish to ignore my advice.
