Rifle Scopes Which spotter would be best for my criteria

In the market for a spotter in this price range and looking at these two from Vortex

Vortex 15-45x65 Viper HD Spotting Scope
Vortex 20-60x80 Skyline Spotting Scope

Which will be best to see hits on steel at max range of 1200 yards?

Right now I'm using some Nikon binos that can dial up to 22x and it's somewhat working, but the FOV is pretty slim.
