Initially we didn't have the ability and initially they saw us as liberators that were bringing freedom from tyranny. When we first invaded things were pretty much hunky dory till we disbanded the police and military which left them disenfranchised. After that we started to see more attacks (still had some loyalists to saddam being stupid).
