Depends on the argument for Afghanistan. THAT withdrawal was bullshit. Not necessarily withdrawing.
That said, the money, and blood was already spent to have a foothold. It would have made sense strategically to have and keep assets capable of mobilizing in that general region. It also would have made more sense to have ballistic missile capability around the Hindu Kush, as it would a shorter distance to areas that might be hostile to the US. Iran, Russia etc.
