I put one of these (Mechanical Transfer Switch version) in one of my houses. Most importantly, they are Electrically and Mechanically "Break Before Make", meaning that they will fully disconnect ("Break") from utility power before closing ("Make") on the generator circuit. And, the opposite is true, going from generator power, back to utility power. That way, you don't have to worry about zapping a Lineman, or, blowing up your generator.
Most people don’t realize that a transformer will step that 220/240 voltage back up to whatever the primary voltage is on the main line( in my part of the world 7.2kv and up) when backfed. Always the danger of a dummy plugging in a generator to an outlet in their house, or wired up wrong.

Yes, but most portable generators have 30 amp output on the 240 plug. That changes to approximately 1 amp after the transformer steps it up. It would be about 8 times an electric fence. Any houses still on the line would be drawing that amperage down and tripping the breaker almost instantly. So the real danger is from touching an isolated line connected to the backfeeding generator.
The lineman should - treat every line as if it's hot.
- after verifying no voltage attach a jumper between the line and a ground source untill the repair is made.
The homeowner should - respect the property and lives of other people by isolating their system before the generator is started.
