would you put that Gen 3 Razor on par with the PMII 5-25 as far as overall performance and just being rock solid.
Absolutely, in fact, I did just that in my review a few years back...

Just read through the entire review. Amazing as usual.
I don’t remember reading it, and I really don’t want to re-read the review to try and find it.
Which of the 3 reticles is your preferred/favorite?
Thank you Kick... That's a slippery slope because reticle choice comes down to personal preference. All three reticles in my test scopes were tree reticles and for me personally when it comes to tree reticles my motto is "less is more" - meaning I do not like the tree to dominate the sight picture, I want the tree to almost disappear unless I need it because for me this is better for helping to spot splash and be able to "see" more without the sight picture being obscured by the tree. For this reason I much prefer "dots" in the tree vs. thick tree lines... Here are some images provided by manufacturers (not all of them are at the same magnification) that give an idea of each design. The Vortex is probably the cleanest (according to my criteria) with the Element ever so close and while the Zeiss is not all dots it is broken up dashes which during my testing didn't bother me near as much as say an MPCT2 or SKMR2 type reticle. I feel I could use any of these reticles rather effectively. I did mention illumination in my review and the below images show which parts of the reticle are lit up - you can see Element decided to light up the entire reticle while Zeiss only lights up the center cross to the first full mrad mark while Vortex is also center cross but extending out to 4 mrad at 12 o'clock, 3 o'clock and 9 o'clock and all the way to 20 mrad at 6 o'clock.
